The ACT Occupation List indicates what professions are in high demand in the territory and are needed to fill skill shortages. Everyone looking to apply for a Skilled Visa in the ACT must have an occupation on that list and meet the territory requirements to be nominated.
To apply for a permanent skilled nominated 190 visa or a temporary regional 491 visa with nomination by the ACT, it is necessary to submit an application within the “Canberra Matrix” in order to be invited to apply for a nomination, which happens in regular Invitation Rounds.
You will only be invited by the ACT if you meet the basic requirements established by the Department of Home Affairs AND the state nomination criteria. Let’s begin with the basic requirements:
- Must nominate an occupation on the ACT Skilled Occupation list;
- have a positive skills assessment in your nominated occupation;
- be under 45 years of age;
- meet the minimum English language requirement for your occupation;
Once you meet that, it’s time to understand the ACT specific state nomination criteria:
ACT 491 visa requirements updated for 2022-2023

**You must meet one of the requirements below:
- Nominate an occupation on the ACT Critical Skills List and be living and working in the ACR for at least 3 months (work must be at least 20 hours/week minimum), OR
- Be the holder of a Sponsorship Visa 457 or TSS 482 visa in the ACT and be working with an ACT employer/sponsor for at least three months in the ACT while holding that visa, OR
- Be the majority owner of a business registered & located in the ACT – claiming Matrix points in the SBO category (excludes sub tenancy, ride-share, taxi, delivery, courier services or previously owned by an ACT nominee), OR
- If you are not in Australia: have at least three years of relevant experience in the nominated occupation – which should be in the ACT Critical Skills List and show evidence of employability.
ACT 190 visa requirements updated for 2022-2023

**You must meet one of the requirements below:
- Nominate an occupation on the ACT Critical Skills List and be living and working in the ACT for at least 6 months (work must be on a full-time basis), OR
- Be the holder of a Sponsorship Visa 457 or TSS 482 visa in the ACT and be working with an ACT employer/sponsor for at least 6 months in the ACT while holding that visa, OR
- Be the majority owner of a business registered & located in the ACT – claiming Matrix points in the SBO category (excludes sub tenancy, ride-share, taxi, delivery, courier services or previously owned by an ACT nominee), OR
- if you are not in Australia: must have a job offer be in the ACT in an occupation on the Critical Skills List
Australian Capital Territory Allocations numbers for 2022 – 2023
At every start of the financial year, states and territories are allocated the number of candidates they can nominate for each visa, what we call the “number of places”.
The ACT has received a total of 2,730 places for 2022-2023, divided by:
- 800 places for the Skilled Nominated (Subclass 190) visa
- 1,920 places for the Skilled Work Regional (Provisional) Subclass 491 visa
- 10 places for the Business Innovation and Investment Program

*Please note: if you are applying for Nomination under the Sponsorship Visa holder in the ACT stream, or as a Small Business Owner in the ACT, you can nominate any occupation in the legal instrument for the visa 190 or 491, not necessarily in the ACT Skills Critical List only. The ACT Critical Skills List is for those applying under the Living and Working in the ACT stream and those who are Offshore.
